- Background
Indonesia has committed to reducing greenhouse gas emissions and moving toward net zero by 2060 or earlier, with a significant focus on transitioning away from coal. This transition has major implications for workers and communities in coal-dependent regions.
To support Indonesian trade unions in planning and advocating for a Just Transition that prioritises workers’ rights and community interests, Union Aid Abroad – APHEDA has been working with them through the Innovation Regions for a Just Energy Transition (IKI JET) Indonesia project, with funding support from Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
The project aims to support and accelerate just energy transitions from coal to renewable energy and other sustainable economic activities in Indonesia, contributing to a reduction in greenhouse gas emissions. This pilot initiative focuses on fostering economic transformation in two major coal-producing provinces: South Sumatra and East Kalimantan and engages stakeholders across government, industry, trade unions, communities, civil society, and academia to create localized pathways toward low-carbon, resilient energy systems and sustainable, just economies with decent job opportunities. This aligns with the Paris Agreement and the International Labour Organization’s Just Transition Guidelines. As a member of the IKI-JET consortium[1], Union Aid Abroad- APHEDA is the point of contact for participation by trade unions and informal workers’ associations in the project. APHEDA support unions, federations, and informal workers’ associations for participation in social dialogue and other relevant project activities in Jakarta, East Kalimantan and South Sumatra. As a parallel project, APHEDA engaged the KSPSI Confederation to also undertake activities in the coal regions, working to achieve similar outcomes for workers.
Now, the project is commissioning the development of a web-based toolkit, a printed summary booklet, and a case study video.
These products will draw on the experiences of Indonesian trade unions engaged in the coal phase-out and economic diversification and aim to strengthen union capacity to shape a just, fair, and inclusive transition.
2. Objectives
The overall objective of this project is to produce high-quality, bilingual (English–Bahasa Indonesia) audiovisual and print resources that:
- Provide practical guidance and tools for trade unions on Just Transition advocacy and planning.
- Share real experiences and lessons learned from Indonesian unions working on coal transition.
- Support union education, campaigning, and organising efforts in coal regions.
- Ensure that key concepts, language, and materials are tailored to be relevant and accessible for unions and workers affected by the energy transition in Indonesia, such as mining, energy, transportation, and informal sectors.
3. Key Deliverables
The contractor will deliver three core products:
3.1 Just Transition Guide / Toolkit Webpage
A bilingual online toolkit providing practical resources for Indonesian trade unions advocating for a Just Transition.
Content focus:
- Framework for planning, advocating, and negotiating Just Transition processes.
- Key considerations for centring workers’ and communities’ needs.
- Case studies from Indonesian unions.
- Practical tools and downloadable resources.
Contractor responsibilities:
- Collating and editing content based on inputs provided by APHEDA and their union partners.
- Translation (English/ Bahasa Indonesia).
- Selection and editing of photographs and images (in coordination with APHEDA).
- Website (or landing page) development and visual design, ensuring user-friendly navigation and mobile responsiveness.
3.2 Just Transition Guide – Printed Booklet
A concise, visually engaging booklet summarising key elements of the online toolkit for easy use in the field by union organisers and members.
Contractor responsibilities:
- Summarising and adapting webpage content in consultation with APHEDA.
- Translation (English/Bahasa Indonesia).
- Identifying, selecting, and editing photographs/images in coordination with APHEDA.
- Graphic design and layout.
- Printing and delivery of 500 quantities.
3.3 Case Study Video
A 15-minute documentary style video telling the story of Indonesian unions’ experiences with coal phase-out and their advocacy for a just energy transition, highlighting key lessons for other unions in Indonesia and internationally.
Contractor responsibilities:
- Pre-production:
- Develop storyline, interview questions, shot lists, and storyboard in close collaboration with APHEDA and partner unions.
- Production:
- On-location filming of interviews, adequate b-roll, and photography in Indonesia.
- Post-production:
- Editing and colour correction.
- Translation (Bahasa Indonesia/English) and English subtitling.
- 2 changes iterations for approvals.
- Final mastering of video for online embedding in the toolkit webpage.
Language: Bahasa Indonesia with English subtitles.
Interviews: Anticipated to be 10-12 interviews.
Locations: Varying locations within Indonesia where unions have focused their efforts, including Jakarta and the coal regions of East Kalimantan (Sangatta and Berau) and South Sumatra (Lahat, Muara Enim, North Musi Rawas).

5. Coordination and Supervision
The contractor will work closely with Union Aid Abroad–APHEDA’s program and communications teams to ensure the materials meet the needs of the target audience, as well adhere to the branding requirements of Union Aid Abroad – APHEDA and the project donor.
Regular check-in meetings will be scheduled at key milestones to review progress and provide feedback on drafts.
6. Required Qualifications
The selected contractor should have:
- Experience working with civil society or labour organisations, including in politically sensitive contexts, ideally on social justice or environmental topics.
- Demonstrated experience in web development, graphic design, and audiovisual production.
- Proven ability in developing communications that are clear, engaging, and accessible to diverse worker and community audiences, including those with varying levels of formal education.
- Ability to produce bilingual content (English–Bahasa Indonesia)
- Capacity for on-location filming and travel within Indonesia.
- Ability to deliver high-quality products within deadlines.
- Highly committed to ethical communications standards.
7. Consent and Ethics
All individuals featured in the project (including in video, photographs, or interviews) must provide clear, informed, and documented consent for the use of their image, voice, and/or story.
- Templates and guidance for consent will be provided by APHEDA.
- The contractor is responsible for ensuring consent forms are completed and securely stored.
- Where there are security or privacy concerns, alternative formats should be used — such as audio-only recordings, silhouette filming, or pseudonyms — in consultation with APHEDA.
- Ethical considerations must be prioritised throughout production to ensure the dignity, safety, and agency of participants.
8. Submission of Proposals
Interested individual consultants and agencies are invited to submit a proposal including:
- A short description of the consultant/agency’s relevant experience.
- Proposed team composition and roles.
- Examples of previous relevant work.
- A work plan and timeline.
- A detailed budget (including all production, translation, design, printing, travel, and other relevant costs).
9. Evaluation
Proposals will be evaluated on the basis of:
- Compliance with this Request for Proposal (RFP), and the requirements of the project donor
- Understanding of and ability to meet the requirements and deadlines as specified
- Consultant/agency’s expertise and experience with delivery of similar projects
- Relevant examples of previous work, particularly demonstrating the consultant/agency’s experience with working with civil society or labour organisations, including in politically sensitive contexts, ideally on social justice or environmental topics.
- Proposed fee charged for the services.
